Twitch does not have synch licensing for cover music. It is a risk to do covers, even in a live stream setting, unless you have aquired the license to put music and video together of another artist's song. Synch licenses are scary expensive, and this is the reason Twitch offers the advice of turn off playback--but it's not adequate protection, and they have not yet reached any sort of industry agreement to compensate writers and original artists for their content. Simply put; I'll give my content away--just don't care--and I'm the only license holder. It's not just the music, it's the performance.
